Ordinances and Policies

Grading and Permits

The following ordinances are administered by the Grading and Permits Section:

  • County Ordinances (These regulations may be found in the listed chapter of the County General Ordinance Code)
    • Ch. 6.36, Flood Control and Water Conservation District Use Regulations. This ordinance establishes the requirement for obtaining a flood encroachment permit as a prerequisite of accessing District property.
    • Ch. 12.08, Roadway Use Regulations. This ordinance provides the regulations covering construction and other activities in the rights-of-way of County-owned and maintained roadways, including the permit requirements for roadway modifications, utility installations, election signs, directional signs, and oversize/overweight moves.
    • Ch. 12.09, Newsracks. This ordinance is intended to regulate the design and installation of newsrack within the rights-of-way of County roadways. It includes the provisions for newsrack permits.
    • Ch. 12.30, Residential Permit Parking Program. This program covers the issuance of parking permits for on-street parking in areas of congestion.
    • Ch. 13.04, Sewer Service System. This ordinance controls the installation of sewer lines in County Service Area R-1967-1, in the vicinity of Castlewood County Club, south of Pleasanton.
    • Ch. 13.08, Stormwater Management and Discharge Control. This ordinance provides the regulations for discharging into the County stormdrain system, including the provisions for stormwater permits.
    • Ch. 13.12, Watercourse Protection. The watercourse ordinance controls development within and adjacent to privately-owned natural bodies of water, and provides the provisions for the issuance of watercourse permits.
    • Ch. 15.36, Grading, Erosion and Sediment Control. This ordinance is intended to control the construction of cuts and fills on private property, particularly with regard to limiting sedimentation of the County stormdrain and flood control systems.
    • Ch. 15.40, Floodplain Management. The floodplain management ordinance invokes the requirements of the FEMA National Flood Insurance Program (NFIP) with regard to development with areas of special flood hazard.
    • Ch. 15.44, Cumulative Traffic Impact Mitigation Fee. This ordinance establishes the CTIM fee, collected by Grading and Permits in conjunction with the issuance of certain building permits.
    • Ch. 15.48, Tri-Valley Transportation Development Fee for Traffic Mitigation. This ordinance establishes the TVTD fee, collected by Grading and Permits in conjunction with the issuance of certain building permits in the Tri-Valley area (eastern Alameda County).
  • District Ordinances
    • Zone 7 Flood Control and Water Conservation District Ordinance 0-2002-24. This ordinance provides the requirements for the collection of the SDA 7-1 fee.
    • Alameda County Flood Control and Water Conservation District Ordinance 0-2000-37. The ordinance establishes the rules covering the issuance of the permits required by the County flood control ordinance (Ch. 6.36).
